US Personal Services Contractor (USPSC) – PEPFAR Deputy Country Coordinator.
USAID/Uganda is seeking qualified candidates for the position of US Personal Services Contractor (USPSC) - PEPFAR Deputy Country Coordinator.
The contractor will be seconded to the State Department, U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Coordination Office (PCO), in Kampala, Uganda. The PEPFAR Deputy Coordinator shares many of the duties of the PEPFAR Country Coordinator (PCC) for the development and implementation of a unified program that capitalizes on the comparative advantages and competencies among the various U.S. Government (USG) agencies involved in implementing public health program activities funded by PEPFAR in Uganda. This is both a management and a communication role.
The Deputy Coordinator serves as primary coordinator for meeting key reporting timelines related to the inter-agency PEPFAR program in country. As the day-to-day manager of the PEPFAR Coordinator’s Office, the incumbent monitors the office budget, supports staff recruitment, coordinates and/or drafts and clears on work products prior to submission to the PCC, and works closely with service providers to meet office operational requirements. The Deputy Coordinator facilitates communication between and among the participating USG agencies, working closely with agency program managers and the inter-agency coordination teams and technical working groups to ensure coordinated planning, implementation, and monitoring of PEPFAR supported activities, as well as facilitating technical support from the Bureau of Global Health Security and Diplomacy (GHSD). The Deputy Coordinator collaborates with the PCC in creating opportunities for regular communication between the PEPFAR in-country team and the various partners, including the Ministry of Health and other participating organizations, through events and activities.
EDUCATION
A Bachelors-level degree or equivalent is required in Public Health, Health Administration, Public Policy, Public Administration, Social Science or related field. A Masters-level degree in a related field is preferred.
PRIOR WORK EXPERIENCE
At least eight to ten years of progressive, professional-level experience at the program management level with background in HIV/AIDS. Because this position is a high-level advisory position supporting the efforts of the PEPFAR Country Coordinator and the interagency PEPFAR team, it requires credentials and credibility, ability to perform at a senior level must be demonstrable, and experience applying effective communication and leadership skills are essential. As the Deputy PEPFAR Coordinator will serve as lead manager of the interagency PEPFAR budget, experience in developing and monitoring budgets is required. Experience living and working in developing countries, including coordination of activities with host governments, non-governmental organizations, and other donors, is highly desired as is international experience in low resource settings with health, preferably HIV/AIDS, and programs in the Africa region.
